SUBJECT:     Pursuant to Chapter 23, Section 105, Award of Contracts, Request Authorization to Award Hazen and Sawyer, P.C. Design and Permitting Services for Raw Water Pipeline to Proposed Wellfield at Mary Saunders Park in Accordance with RFP #FY2007-2008-004, Continuing Services and Comprehensive Services, for an Amount not to Exceed $208,000.

PURPOSE:

 

The City Commission authorize the City Manager to execute an agreement with Hazen and Sawyer for design and permitting services for installation of a raw water pipeline to the proposed wellfield at Mary Saunders Park.

 

BACKGROUND:

 

On April 21, 2010, the Commission approved a Memorandum of Understanding (MOU) with the City of West Park for the location and operation of water supply wells at Mary Saunders Park (copy of MOU attachment).  Further, the Commission authorized the City Manager to continue negotiations with the City of West Park, Broward County and the South Florida Water Management District (SFWMD).  By relocating its wells westward, the City will be able to avert the threat of saltwater intrusion into its wellfields and so maintain its own water supply.  Negotiations with Broward County are required because the City currently receives approximately half of its water supply from Broward County.  Negotiations with SFWMD are required because the it is the agency that permits all water supply.

 

Also on April 21, 2010, the Commission authorized the City Manager to execute a contract with Hazen and Sawyer for the wellfield design, permitting and construction management services for an amount not to exceed $645,000.  A Notice to Proceed was issued to Hazen and Sawyer on July 30, 2010, after which the consulting services began. 

 

DISCUSSION:

 

In order to implement the City’s plan to relocate its wellfield to Mary Saunders Park and so avert the threat of saltwater intrusion into its wellfield, not only is the design and construction of a new wellfield required, but also required is the design and construction of a pipeline connecting the new wellfield with the City’s water treatment plant.  The referenced MOU with the City of West Park included the understanding that Hallandale Beach will authorize its consultant to initiate the design of a raw water pipeline.

 

Having evaluated qualifications of consultants with contracts approved by the Commission in the award of RFP #FY2007-2008-004, Continuing Services and Comprehensive Services, staff has determined Hazen and Sawyer to be the most qualified consultant to perform the design and permitting services for the project.  The cost for these services will not exceed $208,000.  Additionally, there is an advantage in consistency for the City to have the same firm design both the wellfield and the pipeline.

 

If approved, funding in the amount of $3,950,000 is available in CIP #103301, Wellfield Relocation, Water Fund, Account #430-3320-533-6629.

 

Estimated total cost for the construction and engineering of both the new wellfield and the transmission line connecting the wellfield to the water treatment plant is $7 million - $8 million. Staff anticipates budgeting the remaining amount needed (approximately $3 million) in the FY 2011-2012 Budget. 

 

Contracts for construction services and construction will be brought back for City Commission consideration following the completion of design and permitting.

 

RECOMMENDATION:

 

The City Commission:

 

1.  Authorize the City Manager to execute an agreement with Hazen and Sawyer for the pipeline design and permitting for an amount not to exceed $208,000; and  

 

2.  Authorize the City Manager to execute all necessary documents to implement this project.
